The best DLC for New Vegas is Old World Blues, because the items are really powerful and you can get a lot of good stat increases and perks. OWB, HH and DM are all incredible in my eyes. LR is the black sheep of the DLCs, it's very linear, gives you forced backstory and the level design is super on rails.
Here is my personal breakdown of Fallout dlc: Fallout 3 has better casual expansion dlc that gives the player a nice break from the Capital Wasteland, often providing a different visual ascetic to the game - notably in Point Lookout and the Pitt. New Vegas offers much more overwhelming and narrative driven set.
