There are three situations that require a team-oriented build: Raids, Challenge Mode (CM) Strikes, and CM Master Tier Fractals. For everything else, just bring passable skill. By the time you do all the content leading up to these things, you can afford a second set of ascended for a team-oriented build.

In GW2 it doesn't, at least not outside of Elite Specializations. And those specializations can be treated as their own class (which you can swap into without restarting), so the same thing applies; they might get nerfed or buffed but their complexity is the same as it was when it was released.
